Abstrak

In 2003, the unemployment rate in Surabaya rose to 13,25 percent and, even 13.94 percent in 2006. Therefore, one of the best ways to overcome unemployment problem is by creating new job opportunities as well as inviting investors from both Foreign Direct Investment and Domestic Investment to invest their fund in Indonesia.

The government of Indonesia had hoped that the investment occurred in 2007 would be approximately Rp.958 trillion. Unfortunately, both the central government and the regional one only provided Rp.120 trillion. Actually, The investment appeal was very captivating in 1997. It is proven by the fact that Indonesia had been in the third position after China and U.S. as destination countries for investment. However, in 2000, 2001, and 2002 the investment decreased so that we were in the fourth position. It continued to decreased to the seventh, eighth, and ninth position in 2004, 2005, and 2006. As a final point, our position was under India, Vietnam, and Thailand (Jawa Pos 2008).

In 2005, the value of investment in Indonesia; Foreign Direct Investment (FDI) was USD 8.914,6 million while Domestic Investment (DI) was Rp,30.665 million. That value decreased in 2006 illustrated by the fact that Foreign Direct investment (FDI) was USD 4.699 million while Domestic Investment (DI) was Rp.16.912,3 million.

Hence, was had better create conducive condition for investment, such as accelerating the time to administer the permission process because we have been in the last position in the category or time to proceed the permission for the candidates of investors. Meanwhile, ASEAN countries have attempted to shorten the required time for similar purpose.
